Damien Meadows is the Advisor on European and International Carbon Markets at the European Commission. As a lawyer and Head of Unit, he has been involved in drafting, negotiating and implementing market-based policies to reduce greenhouse gas emissions since 2000. In particular, he has worked on EU emissions trading system that gives economic incentives over the last 15 years for tackling climate change, and on the REACH law that comprehensively reformed EU chemicals regulation. He has lengthy experience of UN climate negotiations from the Kyoto Protocol to the Paris Agreement and, before joining the Commission, he was a solicitor in the UK.
